Process for Proposing an International Partnership at SIU
Faculty and staff interested in proposing an international partnership should follow the steps outlined below:
- Initial Contact: All SIU units, individual faculty, or staff must first contact the Center for International Education (CIE). Please email the director of the CIE with detailed information about the proposed partnership.
- Assessment of Viability: The CIE will gather relevant information and discuss the viability of the partnership with the appropriate units.
- Drafting the Agreement: Based on the proposal, the CIE will draft the Memorandum of Understanding (MOU) or other international agreements.
- Negotiations: Engage in negotiations with potential partner institutions.
- Articulations: If an articulation of coursework is required, it is the academic administrator's responsibility to see it done correctly and promptly.
- Export Control Screening: The system Export Control Office will conduct a visual compliance screening for the proposed agreement.
- Legal Review: The agreement will be reviewed by the Office of General Counsel.
- Additional Reviews: Depending on the type of agreement, it may also need to be reviewed by the relevant dean(s), legal counsel, and/or other academic committees.
- Provost Review: The CIE will forward the agreement to the provost for review. The provost will make the final decision regarding the international agreement.
- Signatures: Once approved by the provost, the agreement will be presented for the chancellor's and the president’s signatures.
- Request Signatures from the International Partner Institution: The CIE will forward the agreement to the international partner institution for signature.
- Adding the Institution to Our Esteemed International Partner List: Once the agreement is fully signed by both institutions, we will inform the relevant units on our campus and add the new institution to the list of International Partner Institutions.
